Not wishing to be too hit and run, but I just wanted to throw in that some interpret the passage in question (all authorities) as actually being in reference to Synagogue authorities. That is prevalent on an interpretation of Romans as being about the relationship between the Jewish and Greek communities.
Sadly, I can’t remember any references off-hand. Just wanted to offer warning that things there aren’t quite cut and dried.
